NIEER gives the Texas pre-k program a 4 out of 10 on qualityThe National Institute for Early Education Research (NIEER) rates the Texas public school pre-k program poorly, giving it a 4 out 10 in its latest “State of Preschool Yearbook.” NIEER bases its assessment of quality on how programs are designed.
