House Joint Resolution 18 (HJR18)
Author: Representative Chavez
Proposing a constitutional amendment prohibiting the taxation of the sale or use of certain food, drinks, medicine, and child-care services. This joint resolution proposes a constitutional amendment forbidding the taxation of food, drink, medicine, or child care services that were not subject to taxation on January 1, 2005. The joint resolution proposes that the constitutional amendment be submitted to voters during an election to be held November 8, 2005. If passed by voters, the amendment would ensure that these four items/services could not be taxed. If passed, a temporary provision would be in effect, which would expire December 31, 2007. The temporary provision states if the 79th Legislature enacts a law that conflicts with this amendment, the portion of such law that conflicts with this amendment will expire on January 1, 2007.
