The Texas PlanAmong the Coalition’s most important accomplishments to date is a comprehensive, ten-year public policy agenda to enhance early childhood education and development in Texas titled the Texas Plan: Public Policies to Build a Statewide Early Education and Development System for Texas (Texas SEEDS) and serves as the guiding document for all TECEC efforts. The document is the result of a partnership with the Texas Program for Society and Health of the James A. Baker III Institute for Public Policy at Rice University and comprises collaboratively developed guiding principles and 50 specific policy recommendations within ten policy issue areas. The Texas Plan, now in its second edition, has been constructed with the intensive participation of TECEC members. The goal of The Texas Plan is to ensure that ALL children in Texas have the tools to succeed in school and life; businesses have the skilled workforce needed to compete successfully in the new global economy; economic development in Texas is vigorous and sustained; and ALL Texas citizens acquire the knowledge and confidence to fully engage in democratic processes and civic life.
